Singapore and the UK have formalised their commitment to AI safety through a new Memorandum of Cooperation, aiming to boost public trust in AI advancements.
Singapore and the United Kingdom have formalised their commitment to improving artificial intelligence (AI) safety through the signing of a new Memorandum of Cooperation (MoC). The agreement was signed during a working visit to the UK by Singapore’s Minister for Digital Development and Information, Josephine Teo, alongside the UK’s Secretary of State for Science, Innovation, and Technology, Peter Kyle. This significant agreement aims to enhance the safety and reliability of AI technologies and is poised to foster greater public trust in AI advancements.
This new MoC builds upon the foundational digital relationship established by the UK-Singapore Digital Economy Agreement (UKSDEA), which came into effect in 2022. Since its inception, both nations have collaborated closely on digital and cybersecurity initiatives, leading to the signing of five additional Memoranda of Understanding (MoUs) covering various topics such as Digital Trade Facilitation, Digital Identities, Cyber Security, Data Cooperation, and Emerging Technologies.
The agreement on AI is particularly relevant in light of discussions held during the AI Safety Summit in the UK in November 2023, where both countries committed to enhancing AI safety measures. Additionally, it aligns with the goals of the international network of AI Safety Institutes, which aims to harmonise efforts in research, standards, and testing.
Under the MoC, Singapore’s Infocomm Media Development Authority (IMDA) will collaborate with the Digital Trust Centre at Nanyang Technological University (NTU), the UK Department of Science, Technology, and Innovation, and the UK AI Safety Institute. These partnerships will focus on various aspects, including research collaboration, development of international standards, and enhanced safety testing.
The Ministry of Digital Development and Information (MDDI) announced that the new MoC will lead to a strengthened cooperation between the AI Safety Institutes (AISIs) of both nations. Key areas of collaboration will include:

AI Safety Research: There will be an enhancement of joint efforts to advance the science of AI safety, focusing on the development of safer AI systems and effective risk management strategies.

Global Norms: The two countries will work together on establishing international AI safety standards and protocols, possibly through collaboration with the Network of AI Safety Institutes, ensuring a coordinated global approach to AI risk mitigation.

Information Sharing: The MoC promotes expanded knowledge exchange between the AI Safety Institutes in both countries, aimed at ensuring that AI systems are developed and deployed in ways that are trustworthy and safe.

Comprehensive AI Testing: There will be joint efforts in developing safety testing frameworks that provide thorough evaluations throughout the AI lifecycle.
