In a bid to rival the UAE and position itself as a leading tech hub, Saudi Arabia unveils Project Transcendence with an investment potential of up to $100 billion, focusing on AI infrastructure and talent attraction.
Saudi Arabia has announced an ambitious new artificial intelligence initiative termed “Project Transcendence,” which aims to position the kingdom as a prominent global tech hub. This significant move comes in the form of a state-backed project with investment potential reaching up to $100 billion. The endeavour is seen as a strategic attempt to rival neighbouring United Arab Emirates in becoming a major player in the technology sector.
The initiative involves substantial investment plans focused on building a robust infrastructure, fostering technology startups, and establishing data centres. A major goal of the project is to attract and retain top-tier talent, encouraging technology companies to set up operations within the country. As Saudi Arabia continues to solidify its efforts in AI, it aims to leverage these investments to develop a thriving local tech ecosystem.
Project Transcendence will mirror the structure of Alat, another large-scale fund emphasising sustainable manufacturing, also supported by $100 billion from Saudi Arabia’s Public Investment Fund (PIF). Alat, chaired by Crown Prince Mohammed bin Salman, collaborates with prominent international corporations and plays a significant role in strategic co-investments.
A notable aspect of Project Transcendence is the collaboration between Saudi Arabia’s PIF and Alphabet Inc.’s Google to establish an AI hub. This partnership, which may witness an investment amounting to $5 billion to $10 billion, is poised to focus on the development of AI models that cater specifically to the Arabic language. Google’s involvement has been well-received, with a reported 4% surge in the company’s stock, reaching $176.51 on the day of the announcement.
The project’s broader goal includes coordinating with global technology giants, providing necessary infrastructure, and infusing capital to build a national AI entity on par with Abu Dhabi’s G42 tech conglomerate. Saudi Arabia envisions narrowing the AI expertise gap between itself and technology leaders like the United States and China.
AI is a crucial component of Saudi Arabia’s Vision 2030 strategy, aiming to transition the economy from its traditional oil dependency towards a more diversified revenue stream. As part of this vision, Saudi Arabia seeks to secure a position among the top 15 countries globally in the field of AI by the decade’s close, utilising the technology domestically with a long-term outlook on international export by 2030.
Despite this forward-looking initiative, other high-profile endeavours within the kingdom, such as the $1 trillion Neom development project, have encountered financial adjustments in light of pending budget deficits anticipated over the coming years.
Further expanding its AI ambitions, the PIF is reportedly in talks with venture capital firm Andreessen Horowitz. Together, they aspire to establish a separate AI-focused fund, potentially amassing commitments worth as much as $40 billion. The PIF is expected to lead and manage the fund, with additional investment partners participating alongside.
As the project advances, the Saudi government has remained reticent on providing official comments regarding the details and prospective partnerships linked to Project Transcendence. Nonetheless, this venture underscores Saudi Arabia’s aggressive movement to carve out a significant niche in the rapidly evolving world of artificial intelligence.
